Dr Rolene Wagner

BIOGRAPHY

Dr Rolene Wagner obtained an MBChB (UCT) in 1996 and holds two Masters degrees in Public Health (Cum Laude) from UWC and Fort Hare (2003 and 2018, respectively). Dr Wagner has progressively held several Senior and Executive management positions in the Eastern Cape public health sector from 2002 until 2019 and currently is the Head of Department: Health in the Eastern Cape Province.

As CEO of Frere Hospital, a 900-bedded academic tertiary hospital in East London, she spearheaded the hospital’s turnaround. The improvement in quality of care was recognised when Frere Hospital received the prestigious Dr Kwang Tae Kim Merit Award in 2018 from the International Hospital Federation – the only African finalist amongst 27 finalists in the four categories from over 180 public and private sector entries world-wide.

Following her appointment as the Deputy Director-General: Hospitals and Clinical Support Management Services in the EC Department of Health, Dr Wagner took up the Executive position of Medical Director: Primary Care Division at Netcare where she was responsible for ensuring the highest standards of primary care and coordinating the response to the COVID19 pandemic at the 61 Medicross primary care facilities. This private sector experience is invaluable as Dr Wagner re-entered the public health system in the new role as the Head of Department for the Eastern Cape Department of Health.

Dr Wagner now leads the Health Turnaround Strategy, conceptualised and implemented since she took up office in August 2021. She came into the role at a time when the third wave of the COVID19 pandemic was surging through in the province whilst at the same time, the Department was grappling with the impact of the year-on-year haemorrhaging of funds from the budget. The critical matters in her first year was to ensure service continuity despite the massive accruals, payables and bank overdraft and establish labour stability in a fragile sector reeling from the shock of COVID19.

Two years along the journey, the pouring of funds out of the R28 billion due to lump sum settlements has been contained, with Dr Wagner coordinating the implementation of government’s integrated medico-legal strategy. If the landmark Griffiths judgement that establishes the common law to make reparations other than lump sum payments is upheld, it will be a significant contribution by the Eastern Cape to the health sector.

As labour stability emerges, the systems are being realigned to ensure that the limited funds available are utilised to promote best and safer health and care for our communities. Significant investments have been made to fill critical posts, complete infrastructure projects, procure life-saving medical technology and drive maintenance capability to clean up our facilities and bring them to a habitable state. The Department has rolled out the in-house developed HMS2 electronic health management system to twenty-six hospitals and three EMS units, with other provinces now also adopting the innovation. Recently, the Department was awarded the top SA Case Managers Association’s Team of the Year award for their innovative application of HMS2 in the Emergency Medical Services space; as well as the runner -up Case manager of the year award on the same. The Department also scooped the lion’s share of awards at the Premier’s Batho Pele awards as well as the national Nurse of 2022/23.

The Department with its 48,000 employees, is also undergoing massive transformation to optimise the service delivery platform. The service delivery model and organisational structure is undergoing realignment with the anticipated NHI and seeks to address the quadruple burden of disease. Much work remains but there is cautious optimism that the Department is headed on the right track.

Dr Wagner has been a guest lecturer in Leadership Development programmes for local municipalities hosted by the WITS Graduate School of Business and on UCT’s Nelson Mandela School of Public Governance Masters’ programmes; she has also been a guest speaker in Leadership conferences hosted by Buffalo City and Amathole local municipalities, the EC Black Management Forum and Business Women SA, Gqeberha and Border regions. She has actively participated in community programmes in Buffalo City as a speaker or hosting career programmes for youth.

Dr Wagner is a recognised and awarded leader in healthcare throughout Southern Africa.
